Currently, the Communications Department seeks a Government and Community Affairs Officer who will focus on outreach in support of the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain) and the San Mateo County Transportation Authority (TA). We seek an outgoing, experience professional who will coordinate, execute and advocate action plans for the Caltrain, SamTrans, and TA at local, regional, state and federal levels as well as liaise with community stakeholder groups on behalf of SamTrans, Caltrain and the TA. In this hands on role, the selected candidate will prepare state and federal legislative programs focused on objectives associated with policy and regulatory issues facing Caltrain, SamTrans, and the TA as well as identify community concerns/issues that impact Caltrain, SamTrans and the TA and provide strategic counsel to the Director.

The Government and Community Affairs Officer will meet with local, state, regional and federal government officials, garner support for the agencys’ legislative and policy agenda and capital plans/projects as well as coordinate activities that support a board coalition of local, regional, state and national third-party advocates. Responsibilities will include identifying media related activities that advance the agencies’ capital projects and planning efforts and monitoring legislative activities and reporting progress plus outreach activities for capital projects and planning efforts. We seek a strong communicator who can assist with the creation of public engagement campaigns as well as draft and make presentations to local civic and community-based organizations.

Bachelor’s degree in Public Relations, Communications, Marketing, or a related field plus three (3) years of experience in the field of Communications, Public Relations, or Community Outreach required. Must be proficient in Microsoft Office Suite.

Reports to the General Manager and has a staff of 24 (9 in Communication and 15 in Water Management).

Requires a BA/BS from an accredited four-year college or university (a master’s degree is desirable); AND a minimum of five years increasingly responsible corporate communications, media relations, public relations, community relations, marketing, journalism or related experience within the most recent ten years. Management and supervision of professional and technical staff is preferred. Experience working with legislation and lobbyists is preferred. Outstanding written communication skills, public speaking skills and media relations experienced are required.

The Coachella Valley Water District (CVWD) is an independent special district formed in 1918, specifically to protect and conserve local water sources in the Coachella Valley. The Coachella Valley includes the desert cities of Palm Springs, Cathedral City, Rancho Mirage, Palm Desert, La Quinta, Indian Wells, Desert Hot Springs, Indio and Coachella. CVWD’s five-year Capital Improvement Plan (CIP) is approximately $701 million. Currently, CVWD has a staff of more than 500.

The Communication and Conservation Department is comprised of two divisions: Outreach and Education and Water Management. Outreach and Education is responsible for internal and external communication, community events and tours, classroom education, legislative activities, and media relations. Water Management is responsible for the District’s conservation programs, along with assisting customers in improving water use efficiency.

Salary range: $138,544 to $182,346.
