General Description

The purpose of this class within the organization is to engage and interact with the public to increase public awareness and understanding of City projects, programs, services, and policies in order to enhance the physical, cultural, and economic well-being of the community.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

This position is classified as Exempt for the purposes of the Fair Labor Standards Act.

EXAMPLES OF ESSENTIAL DUTIES

Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

Essential Functions:

Develops high quality information in a proficient and timely manner to be communicated to the public ensuring accuracy and appropriateness utilizing analysis; synthesizes information into concise and user friendly public communication.

Delivers a variety of multi-media communications by writing and presenting news releases, visual reports, website and social media postings, PSA’s, public affairs programming, and photos; operates a digital still camera and digital video camera, including editing software for high-quality content.

Disseminates City information to the public via print, internet, and television through the utilization of press releases, the City website, social media networks, media interviews, and the City’s government television station.

Manages media personnel and responds to media inquiries (including record requests); arranges media interviews, monitors media outlets, and utilizes knowledge and expertise of all media.

Manages social media networks (Facebook, Twitter) with knowledge of social media techniques; posts information to City website utilizing Civics Plus software.

Collaborates with other staff to ensure that adequate and legally compliant public notice of public meetings and hearings is given to media and the public.

Works with other staff to develop special events for the public.

Arranges all interview requests as primary spokesman.

Additional Duties:

Responds to natural disasters or other emergencies on a 24 hour on call basis.

Works with other staff to put official documents, including the City budget, in terms and formats that make them easily accessible to citizens and other members of the public.

Takes photos of various City events to accompany press releases and for archival purposes.

Performs other work as assigned.

TYPICAL QUALIFICATIONS

Minimum Education and Experience Requirements:
Requires a Bachelor’s Degree; Major in public relations, journalism, communications, business or public administration preferred.

Requires a minimum of ten years of experience in communications or public relations field.

Must have the ability to speak comfortably and communicate effectively on television.

Special Certifications and Licenses:
Requires a valid driver license.

Responsible for the development, posting and curation of all content to the S.C. Emergency Management Division’s multimedia platforms (i.e. website, social media, and new media technologies).

The Public Information Coordinator reports to the Chief of Public Information and External Affairs.

The position ensures web pages/content and social media posts are strategically planned, created, executed and evaluated for effectiveness. The position requires on-call availability and serves as spokesperson and media contact at the direction of the Chief PIO. Works with the Chief PIO to develop and implement a multimedia communications plan.

Develops, edits and maintains visual assets including video, podcasts, graphics, images and adaptations of printed designs for communication use. Manages use of original artwork or adaptation of printed designs to produce digital interactive media. Drafts and edits Associated Press-styled feature stories and news releases. Serves as Division photographer and videographer; maintains both still photography and video archives. Design graphics for use in fliers and multimedia content to promote the Division’s brand, programs and events. In coordination with the Chief PIO, provides consultation and guidance to Division sections in planning and creating new multimedia, web and social media content and maintaining existing content and communications. Develops web and new media initiatives to meet the changing communications needs of the Division. Responds to all requests from media outlets in accordance with the Freedom of Information Act (FOIA) and SC open record laws.

As needed, works outside typical business hours to assist media in making deadlines or supporting the Division at special events. Performs other duties as assigned by the Chief PIO, the SCEMD Director, the SCEMD Chief of Staff, or other member of the Division’s leadership. Serves as one of the Division’s Duty Officers to respond to after-hour emergency notifications.

The Public Information Coordinator (PIC) shall develop and oversee the Borough’s internal and external communications strategy. The position must take initiative and work independently with minimal direct oversight by the Borough Manager and/or designee. Bachelor’s degree in public relations, marketing, communications or a related field. Five years experience, preferably in city government.
